The plan claims that these organizations and pro-Palestinian advocates “receive vital support from a vast network of activists and financiers with a far more ambitious, insidious goal – the destruction of capitalism and democracy.” The plan to crush the pro-Palestinian movement includes using anti-terrorism and sanctions laws to override constitutional freedoms, including the First Amendment.

The plans include deporting international students and others on foreign visas if they participate in pro-Palestinian activism, as well as charging people under the Foreign Agents Registration Act, which requires people representing foreign interests to transfer their money and make activities public. The plan also proposes using the RICO statutes, typically used against organized crime, to help prosecute prominent pro-Palestinian organizations.

Project Esther outlines a series of steps: pursuing “propaganda” in schools, using intimidation tactics to prevent students from joining demonstrations, and limiting communication, coordination, and meetings between pro-Palestinian groups. The plan foresees a point at which most of the Jewish community and the general public will view pro-Palestinian groups “as a threat to their security.” According to the plan, the entire process would be successful “within 12 to 24 months.”
